STVP不能烧录

我的工具版本是sttoolset_pack27，台式电脑，系统为win7 64位。安装后，连接不上st link，st link的驱动是好的，能够在设备管理器里面找到，灯也不闪烁（在未安装驱动的时候是闪烁的）、但是就是不能下载程序，提示如下
Error : Cannot communicate with the device !
Check the SWD cable connection and check all the needed pin connections on the SWD connector.
Reboot the ST-Link with USB cable.

Error : < PROGRAM MEMORY erasing failed.
但是我的笔记本用上述的驱动，安装包，是可以安装好下载程序的。所以，想请问下大神们，我台式电脑怎么安装该工具。

这里说没连接好mcu，用swim口对准多插 几次。
不行可能是mcu烧录引脚电容不对

也有可能，我笔记本，也有时候不能下载
